Overview

Phase 1 analyzed 30 identification standards documents to identify systematic issues and develop recommendations for restructuring. Work was conducted November 19, 2025 over approximately 3 hours of active work.

Workflow

  1. Stage 1 (Initial exploration): Familiarized with MCP server capabilities and document taxonomy
  2. Stage 2 (Pattern analysis): Analyzed 81 annotation points to identify systematic issues
  3. Stage 3 (Other materials): Evaluated external materials for integration
  4. Stage 4 (Thematic synthesis): Identified root cause and synthesized themes
  5. Stage 5 (AI Guidance): Evaluated against government AI guidance principles (moved)
  6. Stage 6 (Recommendations): Developed 8 recommendations and structure proposal
  7. Stage 7 (Validation): Validated structure against AI guidance (moved)

  • Root cause identified: Standards structured for conceptual explanation rather than operational implementation
  • 8 recommendations developed (3 critical, 3 important, 2 beneficial)
  • 9-section consolidated structure proposed
  • External materials decisions: Integrate Biometric Privacy Code, reference NCSC, exclude EIVA
